Bowls Victoria Regulations Update

Bowls Victoria has determined to encourage rather than seek forced change at the local level as we meet the challenges of a changing society that is time poor and looking for short pay as you play sporting opportunities.
In seeking to assist Regions and Divisions to future proof Bowls, the Board of Bowls Victoria has expanded the Bowls Victoria Regulations to empower Divisions wanting to combine their activities into a more cohesive functioning unit.
The powers already exist, but have now been made crystal clear by implementing new Regulation 4.1(b) Where there are two or more Divisions within a Region, two or more Divisions may combine Committees established by the Divisions including those under Regulation 4.9 or establish a new Committee as approved by Bowls Victoria for the purposes of effectively running Events, Competition(s) or the efficient administering of Divisional activities.
This direction has been taken in order to assist Regions and Divisions seeking to undertake internal changes designed to improve connection between Divisions and Regions and individual members and the change should help Divisions/Regions struggling to find sufficient volunteers to operate even more effectively by combining resources and lead to improved cooperation at the local level.
Division Boards may be considering opting to run a combined Divisions Pennant competition or combining their resources to run State Events, or even to develop a combined membership committee to maximise impact with new creative events that future proof their Region. Other areas that may be considered could include Junior Development, Coaching or Umpiring and with the inclusion of this Regulation amendment there is now a defined ability to do this.
